WEYBURN – The Weyburn City Council has granted approval to Deidra Cameron’s application to operate a home-based massage therapy business from her residence.

Development Officer Shara-Lee Malcolm, in her report to council on May 12, said the business fell under “controversial use” due to clients being directed to the home.

The proposed business hours will run from 7 a.m. to 7 p.m., Monday to Friday, with the applicant estimating a moderate increase in traffic, limited to one vehicle per appointment. Available driveway parking is expected to accommodate client visits without disruption.

Under the city’s zoning bylaw, home-based businesses classified as controversial must undergo a neighbourhood notification process and secure council approval before proceeding. Notices were sent to residents within a 50-meter radius of the applicant’s property on April 25, inviting feedback. No concerns or objections were submitted during the review period, clearing the path for council’s decision.

Home-based businesses are permitted under municipal regulations, provided they adhere to specific bylaws. City staff reviewed the application and confirmed it meets all zoning requirements, recommending approval with several conditions. These include: No person other than a resident of the dwelling unit shall be engaged in the home-based business as an employee or volunteer; no advertisement carrying the address of the dwelling in which the home-based business occurs may be placed in any media; the face of any home-based business sign on-site must be placed within the inside half of the front yard setback; and the home-based business shall not occupy more than 25 per cent of the gross floor area of the dwelling unit; the applicant’s driveway shall be used for off street parking of clients; and the City of Weyburn business license shall be obtained prior to operation of home-based business.

This permit is only valid for the address and is non-transferable to another address. In addition, the home-based businesses is subject to periodic review to ensure compliance.
